Congratulations to Dr. Jihyun Kwon, who successfully defended her thesis “Misconduct Mismanagement: The Rule of Law, Independent Oversight, and Accountability” on November 28, 2022. Her thesis was passed “As Is.”
Dr. Kwon’s doctoral work offers a detailed case study of police oversight mechanisms in Ontario, Canada. She found that the current drive to make oversight mechanisms independent and decentralized has not produced the expected outcome of democratic policing, but has in fact delayed or even undermined efforts to bring about fundamental reforms. Her work reveals the prevalence of “oversight without accountability” in this context.
